A core charge is essentially a kind of "ransom" for your old parts. A core charge is a surcharge that you pay when you buy a part, and that you get back when you return the old part that you are replacing.

Example: you buy a Diesel engine for €1,000 and there is a core charge of €400. You then pay a total of €1,400 in advance. When your new diesel engine is delivered, use the pallet it came on to put your old diesel engine on it and send the old worn out diesel engine back to mypartsplace. As soon as we receive it, you will get the €400 core charge back, so you will ultimately only pay €1,000 net. It is a financial incentive to hand in your old part.
